| 内容記述 | 「産後ケア事業」は、2021年度から母子保健法に基づき市町村が実施してきたが、子ども家庭庁の設立に伴い、ユニバーサル化の方針が示され、子ども・子育て支援法の一部改正（2025年４月１日施行予定）により、国・都道府県もそれぞれの責務を担うこととなった。 本稿では、京都府および府下26市町村における「産後ケア事業」の施策に焦点を当て、対象者限定からユニバーサル化への過渡期の実態を明らかにするとともに、特徴的な取組みを取り上げた。すなわち、①京都府は、ケアを担う専門職以外の人を養成する講座を開いている、また府下の市町村では、②産後ケア事業は全市町村で実施されており、形態は選択的である、③サービス料金は、総じて高くはないが、統一されてはいない、④サービス費用を全額補助して無料にしているところもある、⑤サービスを「個別」と「集団」に分け、対象者を分けている自治体が複数ある、⑥保育士を、ケアを行う一員として位置付けている自治体もある、という状況であった。 | |||||||||||

| 内容記述 | “Postpartum care programs” have been provided by municipalities based on the Maternal and Child Health Law since FY2021, but with the establishment of the Child and Family Agency, a policy of universalization has been announced, and with the partial revision of the Child and Child Rearing Support Law（scheduled to take effect April 1, 2025）, the national and prefectural governments will also assume their respective responsibilities. This report focuses on the policies of “postpartum care programs” in Kyoto Prefecture and 26 municipalities in the prefecture, clarifying the actual situation during the transitional period from limited coverage to universalization, and highlighting some of the distinctive initiatives. In Kyoto Prefecture,（1） Postpartum care programs are provided in all municipalities and are selective in form.（2） Service fees were generally not high, but they were not standardized.（3） The prefectural government offers courses to train non-professionals who are responsible for care.（4） Some municipalities in the prefecture fully subsidize the cost of services and make them free of charge.（5） Several municipalities divide their services into “individual” and “group” services and divide the target population.（6） Some municipalities position qualified childcare workers as part of the caregivers. |
