Another aim was enhance collaboration in the substantial child care and family support activities in the community. The purpose of this work was to consider the effect of "participation". Four elements ("membership", "influence", "integration and fulfillment of needs" and "shared emotional connection") of the sense of community by McMillan & Chavis (1986) were used as items for the participation. The participants met four times for participation in the administrative and child care and family support groups. The results, suggested that a sense of community was generated by the development of this participation program. Furthermore, the sense of community was promoted by the dialog. It was assumed that such participation can be used for formation of a community which can share the sense of values.
