| 内容記述 | 子育て・教育は地域において共同的に行われる営みであり、国及び自治体の各種のサービスが有機的に働くことが不可欠である。「産後ケア事業」は母子保健の分野における施策であるが、出産（子どもの誕生）から子育て・教育の第一歩への支援の形として注目される。実施主体は市町村であり実施も努力義務であるが、「次元の異なる少子化対策」の一環としてこども未来戦略方針（2023.6.13閣議決定）に位置づけられ、これまでの限定的な要介入支援層対象ではなく、必要な者すべてを対象としたユニバーサル化の方向へと向かっている。本稿では、鳥取県及び滋賀県を事例に「産後ケア事業」の現状を踏まえ、自治体が提供している各種の支援との連携や保育・幼児教育との接続の可能性を明らかにした。 | |||||||||||

| 内容記述 | Child rearing and education are activities that are carried out jointly in the community, and it is essential that the various services provided by the national and local governments work in coordination. The "Postpartum Care Program" is a measure in the field of maternal and child health care, and is attracting attention as a form of first-step support from childbirth （birth of the child） to child rearing and education. Although municipalities are responsible for implementation of this service and are obliged to make efforts to implement it, it is positioned in the Children's Future Strategy Policy（ approved by the Cabinet on June 13, 2023） as part of "measures to address the declining birthrate in different dimensions," and is moving toward universalization, targeting all who need it, rather than the limited intervention support provided in the past. In this paper, we examine the current status of "postpartum care services" in Tottori and Shiga prefectures, and clarify the possibility of linking these services with various types of support provided by local governments and connecting them with childcare and early childhood education. | |||||||||||
